I can confirm that all players are on stamina=999 for the start of week 24.

I just noticed i did individual training for Mason Mount and he is still 15 skills short of his maximum skill set.

is it guaranteed they will train up to maximum skills assuming theri PTCR is maximum?

Not necessarily I think. Do you have the relevant coaches in place? Was he playing in the first team?

Usually get around 40+ skills when Individual Train. 

With skills dropped at EOS Individual Training might not get to full skills

I think that's right - that Ind Trng doesn't guarantee skilling up to 100%
